What is a Notional Fire Door, and Is Yours Still Compliant?

If you manage a property, own a commercial building, or serve as the Responsible Person under fire safety law, fire door compliance has likely been keeping you up at night. The UK’s fire safety landscape is moving fast, and property managers are actively searching for clear guidance on older installations.

Among the many terms thrown around by fire risk assessors, one of the most misunderstood is the notional fire door.

What exactly is a notional fire door? How does it differ from a nominal or modern certified door? And most importantly, can you legally keep them in your building today?

Read on to get the answers to these questions.

What is a Notional Fire Door?

A notional fire door is an older timber-based door that met the specific fire safety standards applicable at the time the building was constructed, but does not possess modern, third-party certification.

Because these doors were installed decades ago, they often lack the standard features we expect today, such as:

  • Factory-fitted intumescent strips (which expand under heat to seal gaps).
  • Cold smoke seals (designed to stop toxic gas from bypassing the door).
  • A physical, traceable third-party certification plug or label.

Despite this, a notional door was built to a high standard of craftsmanship, usually featuring a thick, solid-timber core and hung in a substantial frame with a deep (minimum 25mm) door stop.

The Key Differences: Notional, Nominal, and Certified

Understanding the precise terminology prevents critical mistakes during your Fire Risk Assessment:

Door CategoryDefinitionKey Characteristics
Certified Fire DoorA modern, fully engineered door system tested to current British and European standards.Features clear, traceable third-party labels, matching frames, and pre-fitted compatible ironmongery.
Notional Fire DoorAn older door that met building regulations at the time of installation.Typically solid timber; lacks modern test evidence; may require upgrading with seals.
Nominal Fire DoorAn older door with no proof of historical compliance, but deemed capable of resisting fire.Judged purely on the expert opinion of a qualified assessor based on timber thickness and construction.

Warning: Composite fire doors (often used as flat entrance doors) cannot be classified as notional. If you have an uncertified composite door, it must be replaced with a modern, fully certified door set. This classification applies strictly to timber-based doors.

Is a Notional Fire Door Still Compliant?

Yes, but with major caveats. Under current fire safety laws, there is no blanket legal requirement to rip out every old door if it was fully compliant when installed. Official safety guidance confirms that if an older door is undamaged, fits its frame correctly, and is deemed fit-for-purpose, it can remain in service.

However, “business as usual” is a massive liability. To remain legally compliant, your notional fire doors must satisfy three strict conditions:

1. Structural Integrity and Condition

A notional door is only compliant if it is in excellent working condition. If the door leaf is warped, bowed, cracked, or has been altered (such as having a non-fire-rated cat flap or letterbox retrofitted), its notional status is completely void. It must be replaced with a modern certified door set.

2. Upgraded to Modern Protection Standards

To satisfy a modern Fire Risk Assessment, most notional doors must be upgraded. This involves carefully retrofitting:

  • Intumescent strips: Slotted into the door edge or frame to seal gaps when temperatures rise.
  • Cold smoke seals: Essential for protecting escape routes from toxic smoke.
  • Fire-rated hardware: Standard hinges and self-closers must be replaced with certified, fire-rated equivalents.

3. Rigorous Maintenance and Records

You must prove that these doors are being regularly inspected and maintained.

  • For multi-occupied residential blocks, responsible persons must perform regular checks on communal fire doors and flat entrance doors.
  • You must maintain a clear, accessible log of every inspection, upgrade, and repair on your older doors.

When Must a Notional Door Be Replaced?

The focus of modern inspections is on the complete door system; how the door, frame, hardware, and seals behave together, rather than just looking at the door leaf in isolation.

If your notional fire door fails any of the following checks, you cannot simply patch it up, it must be replaced with a certified modern door set:

  • Excessive Gaps: If the gap between the door leaf and the frame exceeds 4mm (or is less than 2mm) and cannot be adjusted via the hinges, it will fail a modern inspection.
  • Incorrect Frame Rebate: If the frame rebate (the lip the door rests against) is less than 25mm and cannot support retrofitted intumescent strips.
  • Lightweight or Hollow Cores: If an inspection reveals the door has a hollow core or thin panels, it cannot be upgraded. It is not a true notional door and represents a severe fire hazard.
  • Damaged Glazing: If the door has glass panels that are cracked or do not feature fire-rated glass and safety beads, retrofitting is highly complex and usually requires a total replacement.

Action Plan for Property Managers

If you are managing a portfolio with older timber doors, follow this sequence to protect your tenants and remain compliant with fire safety duties:

1.Conduct a Comprehensive Fire Door Audit

Establish your baseline asset register. Instruct an accredited, third-party certified fire door inspector to audit your building. They will identify which doors are modern certified, which are truly notional, and which are unrated doors that must be replaced immediately.

2.Update Your Fire Risk Assessment

Ensure all doors provide adequate protection. Ensure your assessment explicitly details the presence of any notional doors and outlines whether they provide adequate compartmentation under modern hazard guidelines.

3.Upgrade or Replace Failing Doors

Hire competent installers only. For suitable timber notional doors, hire a certified installer to retrofit intumescent strips, cold smoke seals, and compliant self-closers. Any doors with structurally compromised cores or excessive gaps must be swapped for certified door sets.

4.Digitise Your Maintenance Records

Build your compliance trail. Log all inspections, maintenance works, and hardware specifications in a secure, digital asset register. This documentation is your primary defense in the event of an audit by local Fire and Rescue services.

Conclusion: Keep or Replace?

While notional fire doors are technically acceptable under safety guidelines if they are well-maintained, keeping them up to standard is becoming an increasingly expensive and complex compliance hurdle. They require constant inspection, specialist upgrading, and thorough documentation.

If your budget allows, replacing older, uncertified doors with modern, third-party certified fire door sets is the safest way to guarantee safety, simplify your record-keeping, and most importantly, protect the lives of your building’s occupants.
